Lukomsky, 48, is a six-year Gaithersburg resident and is currently the vice president of portfolio management at Homes for America, a non-profit housing development company based in Annapolis. He also writes about local issues on Patch.com.
Why are you running for this position?
I am running for Gaithersburg City Council because I love our city and want to make it a better place for everyone. I have the experience and skills to address our challenges and seize our opportunities.
What makes you the best candidate (qualities, attributes, experience, skills, etc.)?
My formal training in Political Science, my professional experience in solving complex housing problems with multiple stakeholders, and my immigrant perspective make me the best candidate for Gaithersburg City Council.
What would be three priorities for you if elected?
My three priorities would be decreasing property crime, making our residential streets safer for bicyclists and walkers and preserving and expanding affordable housing in the city.
What is the most important issue happening in the city, and how do you plan to address it?
Property crime is a growing problem in our city, affecting everyone and costing millions. I will reduce crime by increasing police presence, community-based prevention, and public safety measures.
What is the best aspect of the city and how will you enhance it?
To grow and sustain our economy, we need to redevelop Lakeforest Mall into a hub for small businesses and actively recruit larger businesses to move to Gaithersburg and create jobs.
In July, the County Council passed the rent stabilization bill, which will go into effect in Spring 2024. However, Gaithersburg is exempt from the law. Where do you stand on the issue of implementing rent stabilization in your city?
I oppose additional rent control because it would reduce the supply and quality of affordable housing. Federal and state regulations already limit rent for most affordable housing units.
Lastly, a fun question: Where is your favorite place to grab a bite to eat/favorite recreation place in Gaithersburg?
Seneca Creek State Park is my favorite place to unwind with nature, kayak, hike, and grill with a view.
