Opportunity:

Abt Associates is seeking a senior-level public health professional to serve as Portfolio Manager for its largest bilateral project, the USAID-funded Integrated Health Program in the Democratic Republic of the Congo (USAID IHP). S/he will be based in our Rockville, MD office and ensure the technical, managerial, and financial excellence of this large-scale, innovative, health systems strengthening and service delivery program.  Just going into its second year, this $314 million, seven-year project will work in partnership with the Congolese Ministry of Health and eight international organizations to transform the way health care is delivered in nine provinces of Eastern Congo, Kasai, and Katanga regions. The Portfolio Manager will supervise the Kinshasa-based Chief of Party (COP) and a home office support team, consisting of a Senior Technical Expert/Research Director, Technical Program Officer, three Finance & Operations staff and a Research, Monitoring & Evaluation Manager. This position reports to the Managing Director for West Africa, Latin America and Caribbean region.

Key Roles and Responsibilities:

  • Working in partnership with the Kinshasa-based Chief of Party to manage the project to plan, ensuring and documenting that all project deliverables and milestones are met on schedule and to the expected quality standard. This includes contributing to the development, writing, editing, and quality assurance of all contractual deliverables.  S/he will travel to Kinshasa to contribute to annual work planning
  • Leading the six-person home office program support team, cultivating a positive team identity, and overseeing performance management of home office staff. S/he will escalate ethics and performance issues for the home and field offices as appropriate, working collaboratively across the company to bring them to resolution
  • Being responsible for USAID IHP’s financial management, including maintaining a big picture vision of the short, medium, and long term budgetary situation. Together with the program’s finance team, s/he will ensure completeness and correctness of monthly invoices and quarterly and annual financial reports to the client and that budgeting is aligned with work plans and funding levels. S/he will be responsible for meeting targets for gross revenue, direct labor, and fee
  • Serving as the liaison among Abt departments, including Human Resources, Legal, Finance, Contracts, Procurement, Global Security Office, and IT. S/he will ensure that USAID IHP receives timely and effective support for excellent operations and program implementation while mitigating technical, financial, and contractual risks
  • Documenting and disseminating major achievements, success stories, and best practices to the client, the International Development Division, and the company. This will include organizing periodic ‘brown bags’ or other internal events to share information within Abt
  • Maintaining relationships with the home offices of the eight sub-contractors and together with Abt’s Sub-Contracts lead, manage their contracts, including budgets, scopes of work, and required advance approvals
  • Ensuring compliance with all USAID contract requirements as well as with Abt’s internal policies and procedures

Preferred Skills / Prerequisites:

  • Agile, innovative thinking, and an ability to work with diverse internal and external stakeholders to  negotiate solutions to complex problems
  • Ability to cultivate and maintain a strong and positive team environment
  • Demonstrated successful USAID contract or cooperative agreement management experience and a thorough understanding of USAID as a client
  • Willingness to travel to DRC at least twice a year, including traveling to implementation sites outside of the capital
  • Prior experience working in Africa or in fragile states in other regions
  • Understanding of global public health principals and a commitment to program excellence
  • Master’s Degree and a minimum of 10 years of relevant experience. Relevant experience includes overseas project management (COP, DCOP, Country Director/Representative) or senior-level experience managing USAID contracts or cooperative agreements in an international setting
  • Business proficiency in French; fluency would present an advantage
  • Strong writing and presentation skills would present an advantage

Minimum Qualifications:

  • MA/MBA (15+) years of experience OR PhD (10 - 15) years of experience OR the equivalent combination of education and experience
