Montgomery County police have charged a man with kidnapping and assaulting a woman in a Rockville parking garage on Monday.

Daniel Belcik, 26, grabbed an 18-year-old woman from behind by the wrist just after 9 p.m. on Monday, police said in a press release on Wednesday.

The attack happened in the parking garage of the Target store on Bou Avenue, police spokesman Officer Rick Goodale told Bethesda Beat.

Belcik pulled the woman away from her car and out of the parking garage as she fought and screamed, police said. People who saw the struggle came to help and Belcik eventually let go of the woman and ran away.

Witnesses gave officers a description of the attacker, later identified as Belcik, and police found him walking on Rock Creek Mill Road, less than a mile away. Belcik fled, but was arrested 45 minutes later in the 5500 block of Fishers Lane, police said.

Police said Belcik did not know the woman.

Belcik has been charged with one count each of kidnapping, attempted kidnapping, second-degree assault and resisting arrest, according to state court records. No attorney information was listed as of Wednesday afternoon.
