Man, 56, allegedly displayed a handgun, demanded cash, police say

Montgomery County police have arrested and charged a Silver Spring man, 56, with armed robbery after he allegedly conducted several commercial burglaries in Silver Spring and Kensington in recent weeks, according to a Sunday statement from police.  

According to the statement, Carl Otis Lowery was charged with multiple counts of armed robbery Thursday and is being held without bond in the Montgomery County Central Processing Unit in Rockville. Lowery did not have a lawyer listed in online court records as of Tuesday morning.      

According to police, Lowery allegedly entered a Chipotle in the 10500 block of Connecticut Avenue in Kensington at roughly 8:15 p.m. on Jan. 28. After ordering food, Lowery allegedly displayed a handgun and demanded the employee open the cash register. The employee didn’t comply and Lowery left.

Later that day at about 9 p.m., Lowery entered an Advanced Auto Parts in the 2280 block of Bel Pre Road in Silver Spring, according to the police statement. Lowery requested help to find an item. After he was shown the item’s location, Lowery allegedly approached the counter, displayed a handgun and again demanded cash. According to the statement, Lowery ordered the employees to the back of the store and left with an “undisclosed amount of cash.” 

On Feb. 4 at approximately 7:20 p.m., Lowery entered a Montgomery County Liquor Store in the 11400 block of Georgia Avenue in Silver Spring. Similar to the prior two incidents, according to the statement, Lowery walked up to the counter, displayed a handgun and demanded that the employee open the cash register. Lowery allegedly left after taking an “undisclosed” amount of money.  

Montgomery County police spokesperson Casandra Tressler Durham said in an email that the incidents are still under investigation, and Montgomery County police don’t share the exact amount of money stolen.  

Tressler Durham said detectives used “differing investigative tools” to identify Lowery as the suspect and link him to crimes committed in Baltimore County and Baltimore City.
