A Silver Spring man has been sentenced to 45 years in prison for a 2021 shooting in the parking lot of Highland Elementary School in Silver Spring. Keith Delcid-Palacios, 25, of Silver Spring, was convicted of second-degree murder, attempted first-degree murder, two counts of first-degree assault, and two counts of using a handgun in the commission of a felony in the death of 21-year-old Martin Nolan.
