Montgomery County police charged a 22-year-old Gaithersburg man on Monday with criminally negligent manslaughter by vehicle in connection with a 2023 fatal collision in Germantown that killed a cyclist, police said Tuesday in a statement.
Kevin Antonio Flores was arrested Monday on a warrant, according to digital court records. He has since been released from the county’s central processing unit in Rockville on a $20,000 unsecured personal bond.
Walter David Neighbors Jr., Flores’ attorney, declined to comment about the case when contacted Tuesday by MoCo360.
According to police, Flores was driving an Acura RSX southbound on Frederick Road on Aug. 30, 2023, when he allegedly struck David Glenn Jenkins II, 28, of Germantown, who was crossing a crosswalk at the intersection with Gunners Branch Road. Flores remained at the scene after the collision, police said.
At approximately 9:49 p.m., officers and Montgomery County Fire and Rescue Service crews responded to a report of a collision, which also involved two other vehicles that struck Jenkins after he was allegedly hit by Flores, according to police.
An investigation found Flores was allegedly traveling around 72 mph in a posted 40 mph zone when he struck Jenkins, according to police. Jenkins was then struck by a Honda Civic and Acura RSX that were traveling in the same lane behind Flores. Those collisions were “deemed to be unavoidable,” police said.
Jenkins was pronounced dead at the scene, according to a September 2023 police statement.
Flores is scheduled to stand trial District Court of Maryland for Montgomery County in Rockville on Jan. 10, according to digital court records.
