Plea agreement reached in fatal Aspen Hill collision

Silver Spring woman killed in March 2023 incident

A Lynchburg, Virginia, man accepted a plea agreement after he was charged with manslaughter in connection with a March collision in Aspen Hill that killed a Silver Spring woman, according to authorities.

On Sept. 27, Vincent Anderson Jr., 36, was charged “criminally negligent manslaughter and failure to control speed to avoid a collision,” police said Thursday in a statement. Maria Perdomo, 77, of Silver Spring was killed in the March 11 collision.

The statement did not specify the charges included in the plea agreement that Anderson accepted Oct. 4. His sentencing is scheduled for Dec. 9, according to the statement.

According to police, officers and Montgomery County Fire Rescue Service (MCFRS) crews responded the afternoon of March 11 to a report of a two-car collision at the intersection of Layhill and Bell Pre roads.

Police determined that Perdomo, driving a red 2013 Subaru Outback, was making a left turn from northbound Layhill Road onto westbound Bel Pre Road when the Outback collided with a black 2019 Tesla Model Y driven by Anderson traveling southbound on Layhill Road. An investigation by police found that Anderson was driving 77 mph in a 40 mph speed limit zone when he hit Perdomo’s car, according to the Friday news release.

According to officials, both adults were trapped in their vehicles and needed to be extricated. Perdomo was pronounced dead at the scene and Anderson was transported to a nearby hospital with non-life-threatening injuries.
