State investigators identify man fatally shot in county police incident

Officer who allegedly fire shots in Fairland apartment also named

A Prince George’s County man who was fatally shot by Montgomery County police and the officer who allegedly shot him during a May 30 incident at a Fairland residence were identified Monday by investigators with the Maryland Office of the Attorney General.

Bishop Jones-Daniel of Forestville, 28, was taken to a local hospital, where he was pronounced dead, after the incident involving officer Edward Cochran, a 14-year veteran assigned to the police department’s Field Services Bureau, according to a press statement from the office’s Independent Investigations Division, which is investigating the shooting.

According to authorities, county police responded around 11:40 p.m. May 29 to a call from Jones-Daniel’s brother about a “person in distress” in an apartment in the 3300 block of Hampton Point Drive.

“The 911 caller, a resident of the home, stated that their brother was inside assaulting their mother and was armed with a gun,” according to the division’s press statement.

As officers arrived, gunshots were heard, leading police to initiate an emergency response and call for SWAT to respond, the statement said. Meanwhile, officers began negotiations with the man in the apartment, which continued into “the overnight hours.”

Around 2 a.m. May 30, officers decided to enter the apartment. SWAT officers “encountered the man, and gave commands,” the statement said. “One officer discharged their firearm multiple times, striking the man.”

Jones-Daniel was treated at the scene by Montgomery County Fire and Rescue Service personnel and transported to a local hospital. His mother was treated and released at a local hospital. The statement did not say what she was treated for. No officers were injured, according to the statement.

Officers recovered a handgun near Jones-Daniel at the home, the statement said.

On June 3, the investigations division announced it was delaying the release of the names of the man who died and the officer involved, though that information is usually released within two business days after an incident. The division said the release of the officer’s name was being delayed “due to specific security concerns” and that it would “identify the decedent when the officer’s name is released.”

The division is expected to release footage from the county police officers’ body-worn cameras, which recorded the incident, within 20 days of the incident. The release may be delayed for several reasons, including if investigators need more time to complete witness interviews, the statement said.
