Police described the suspect, who fled on foot, as “an African American male with a dark beard wearing a gray shirt and light-colored pants.” Police said there is no active threat to the community.

The police department urges anyone with information about the shooting to call Cpl. Andreas Floros at 240-314-8959 or email him at AFloros@RockvilleMD.Gov.

Last week, the Montgomery County Council voted to restrict late-night business hours for hookah lounges and tobacco and vape shops, requiring them to close at 2 a.m. on weekdays and 3 a.m. on weekends. The Vibes Hookah Lounge is open until 2 a.m. during the week and 3 a.m. on weekends.
