A plan for more than 1 million square feet of development and 1,000 residences in White Flint is expected to receive preliminary approval from the county Planning Board Thursday.

The mixed-use development at Executive Boulevard and Old Georgetown Road, near Pike & Rose, would include up to 110,169 square feet for retail and restaurant uses and 1,000 residences.

Rockville-based developer Grand Park Development will be limited to three buildings with maximum heights of 262 feet, according to Planning Board documents, and the project is expected to be completed in three phases.

The first phase would develop two buildings with ground-floor retail and 423 residences. County law requires 13% of the housing be “affordable.”

While development is ongoing in the first phase, developers intend to use other space for surface parking, events and “pop-up” parks, according to plans.

The final two phases would include a total of 577 residences.
Project plans propose providing one parking space per residential unit in a parking garage at each of the three proposed buildings.

Also encompassed in the project is 19,411 square feet of open space to be lined by retailers, cafes and landscaping.

The project will not have an adverse impact on nearby schools’ capacity, according to Planning Board documents, as it is expected to add about 55 new elementary, 22 middle and 31 new high school students.

Schools affected by the project include Luxmanor Elementary School and Tilden Middle School, both targeted for expansion projects in the coming years.

After receiving preliminary approval from the Planning Board, developers will continue to flesh out details of the plans before final reviews. A timeline has not been set.

When presented for final approval, developers are expected to include details about a 21,490-square-foot civic green.
