After New Evaluation, Man Accused of Murdering His Mother Found Incompetent

Lawyers agree to return to court in six months to see if trial is possible

A Rockville man accused of killing his mother is unable to stand trial after a new psychiatric report found him not competent, a Montgomery County judge ruled Thursday.

Ousmane Camara, 26, was charged with first-degree murder in January after police discovered the body of 52-year-old Arabia Camara in their Aspen Hill home after she failed to show up for her job in Washington.

Camara, who had blood on his hands when police found him, confessed to stabbing his mother after detectives read him his rights to have an attorney, according to charging documents.

Arresting officers said Camara tried to grab an officer’s gun from its holster while he was being taken into custody.

Camara’s preliminary hearing was waived in February and a hearing on his mental status was pushed from Monday to Thursday to allow a state psychiatric evaluation to be completed.

The report found Camara presently is not competent to stand trial and is a danger, Judge Robert Greenberg said Thursday.

Camara appeared in a green jail-issued jumpsuit, speaking only to greet the judge.

Greenberg said he wants Camara to be found competent before the case proceeds, and prosecution and defense lawyers agreed to revisit the case within six months. A five-day jury trial tentatively scheduled for August seems unlikely.

“We’ll see you no later than November, and maybe before then, once we get you ready to go,” Greenberg said to Camara.

Camara will be moved from the county detention center to the state’s Clifton T. Perkins Hospital in Jessup, a state maximum-security holding center, and remain held without bond on first-degree murder charges.
