County Council to hold three days of public hearings on fiscal 2020 budget
The Montgomery County Council will hold public hearings on County Executive Marc Elrich’s proposed fiscal 2020 budget on Monday, Tuesday and Wednesday at the council’s chambers in Rockville. Elrich’s $5.7 billion budget maintains the current property tax rate, but does not fully fund the school system’s requested amount, and foregoes funding for the county’s retirement health benefits trust fund for the previous fiscal year. Monday will feature hearings at 1:30 p.m. and 7 p.m., Tuesday’s hearing will be at 7 p.m. and Wednesday’s hearings will be at 1:30 p.m. and 7 p.m.
Rockville City Council to discuss zoning changes Monday
At its meeting Monday, the Rockville City Council will look at a number of changes to its zoning rules, including a proposal to allow larger “accessory buildings” such as garages and a breezeway connection between the main house and an accessory building. The meeting begins at 7 p.m. in Rockville City Hall.
Council to review labor agreement between Elrich and county unions
At its meeting Monday, the Montgomery County Council will begin a review process of County Executive Marc Elrich’s labor agreements with the county’s main union Local 1994 MCGEO, along with the police and firefighters unions. The labor agreements resulted in pay raises of almost 10 percent for some county employees, who did not receive raises during previous fiscal years due to lingering effects from the 2008 recession and have not since been promoted to a higher pay grade. Elrich’s fiscal 2020 budget includes money for the raises. The council has the authority to reject part, or all of the labor agreements, but must send a representative to the bargaining table should that occur. Monday’s meeting begins at 9:30 a.m. in the council’s Rockville chambers.
State Highway Administration to hold public workshop on I-270, Beltway plan Saturday
The Maryland State Highway Administration will hold the first of three public workshops in Montgomery County on Gov. Larry Hogan’s proposed widening of the Beltway and Interstate 270. Hogan’s $9 billion plan would add two toll lanes to the roads, and has attracted controversy from a number of state and local elected officials. The hearing will take place from 10 a.m. to Noon at Thomas W. Pyle Middle School in Bethesda.
