A mixed-use development plan submitted to the county Planning Department outlines a proposal for more than 800 new residences near Montrose Parkway in White Flint.
Potomac-based Wilgus-Montrose Associates LLC has filed a sketch plan that includes nearly 250,000 square feet of retail space, townhouses and low-, mid- and high-rise apartments near the Pike & Rose neighborhood, Executive Boulevard, Federal Plaza and the Jewish Community Center and Hebrew Home campuses.
The project, on 16 acres, totals 1.2 million square feet of development.
Representatives of Wilgus-Montrose did not return phone calls seeking comment.
The proposed 110 townhouses would be about 50 feet tall with rooftop decks or lofts, and apartment and mixed-use buildings would be 75 to 200 feet tall.
More details are expected when developers file a preliminary or site plan, the next step in the development process.
The project includes 703 apartments and offers about two acres of green space, which provides a connection from the site to Pike & Rose to the east.
Developers intend to include environment-friendly designs including bioretention areas, planter boxes, vegetation and green roofs, according to Planning Department documents.
The property is near several modes of public transportation, including the White Flint Metrorail station less than a mile away and several RideOn bus routes.
Other nearby locations are Luxmanor Elementary School and the former Woodward High School, slated to re-open in 2025, after serving as a holding facility for Northwood High School students.
The project includes a grid network of short blocks, bike lanes and a through block connection linking homes and commercial areas to Towne Road and East Urban Plaza.
Last year, Federal Realty’s chief executive officer – the company that owns the Bethesda Row and Pike & Rose – sent then-County Executive Isiah Leggett and the County Council a letter airing grievances related to development in the White Flint area near Pike & Rose.
CEO Donald Wood said that road upgrade projects have fallen behind schedule, progress is sluggish on creating parks and civic spaces and the county isn’t adequately following through on the goals outlined in the White Flint Sector Plan passed in 2010.
The sector plan aims to create a diverse, mixed-use neighborhood, develop a transportation network that includes a grid of new public streets and improve pedestrian and bicyclist experiences.
Earlier this month, the Washington Metropolitan Area Transit Authority and developer LCOR broke ground on a 294-unit apartment complex in White Flint and the Montgomery County Economic Development Corp. recently announced plans to make a pitch for the Newseum to relocate to Montgomery County, naming White Flint as a possible landing spot.
