Planning Board Approves Permit To Build Independent Living Facility for Seniors with Disabilities

All but two of 76 proposed units will be reserved for low-income occupants

The Montgomery County Planning Board approved Thursday a conditional use permit for construction of an independent living facility for senior citizens with disabilities.

The four-story, 76-unit apartment building will sit on property that also houses a 15,500-square-foot church and two-story child care center on the west side of Ridge Road, about 1.5 miles south of Main Street in Damascus.

The facility will be operated by St. Anne’s Episcopal Community Development Corp. and include a resident community room, library, wellness suite, fitness room and on-site property management, according to board documents.

Up to four staffers will operate the property, and will be on-site during weekday business hours, and available after hours during special events.

The project includes 114 parking spaces to be shared with the site’s church, and all but two of the apartments are proposed to be reserved for people with incomes below 60 percent of the county’s average median income.

The board approved the conditional use permit with little discussion, aside from praising the project for creating housing options for senior citizens.
