State residents might soon be able to send 911 requests by text 

The Maryland Board of Public Works on Wednesday approved a contract that could allow 911 emergency responders to send and receive requests for help by text. The change would help Maryland residents who are deaf or hard of hearing or anyone who can't talk while making an emergency request. The $2.4 million contract has a two-year term and is with an Annapolis-based company. Counties that decide to opt in to the new text system could have it up and running as soon as May. Three teens arrested in Montgomery Village robberies

Montgomery County police have charged three teens with a pair of armed robberies in Montgomery Village this month. In one of the Feb. 15 robberies, two robbers took a phone from a man. In the other, a woman reported that three individuals had stolen her purse in the parking lot of the Montgomery Village Shopping Center. Investigators charged a 16- and 17-year-old as adults in the robbery and also arrested a 15-year-old. [WTOP]

Senate President speaks out against Kagan bill

The Maryland Senate president Wednesday discouraged his colleagues from supporting a bill sponsored by Sen. Cheryl Kagan of Montgomery County. Kagan has sponsored legislation that would change how the state deals with international election observers. Republican lawmakers have argued the measure would make Maryland a laughingstock at a time when federal authorities are investigating Russian inference in the 2016 elections. Senate President Thomas V. Mike Miller Jr. also said the timing was wrong. [Washington Post]

Car hits child in Gaithersburg

A child was seriously injured Tuesday night after being struck by a vehicle in Gaithersburg, police said. The driver remained on the scene, and the child was transported to the hospital. The crash happened near Appleseed Lane. [WJLA]

Cooler temperatures, rain in Thursday forecast 

Thursday is expected to be gray and drizzly, with highs in the low 50s. The rain could continued into the night, and temperatures could drop into the high 30s, according to the National Weather Service.
