1 – Why are you running for this office? (75 words max)
I became inspired to run for office while watching the 2018 State of the Union. During the President’s speech, he asked people to stand and show support for their military, country and God. The Democrats refrained, displaying utter disrespect for these three pillars of American society and to many U.S. Citizens, this was astounding and offensive. So now, the question is what do they stand for? They can’t say Spanish people, because they “ditched” them!

The Democrats have gone on strike and have essentially shut down the Government. Their party is promoting that they stonewall (sorry, Gen. Jackson) almost every idea, issue or nominee that may help the government function. Discord and shut down is their theme. Regardless, the government and its people need to be serviced and it is not happening! In addition, when your salary is $140K+ and your compensation package is as “sweet” as theirs, you do not have any grounds to go on strike!!
3 – What is one major issue the current Congress has handled poorly and what would you have done differently? (100 words max)
The one major issue through all of this is that the Democratic Party backed a candidate that was viewed by middle-class America and the Electoral College as a “tainted” candidate/commodity and they lost. In the immortal words of that late great 21st Century Philosopher (Mark Haines of CNBC), “It is what it is, Because it is.” Get over it and move on! The citizenry of the U.S. need you to “end this strike” and get back to the work of governance or quit, go home and suck your thumb there, not in the halls of congress.
4 – What experience (work, political or other) has prepared you to hold this office? (100 words max)
Rest assured, I have never gone on strike, so I do not have any experience there. However, during my career in Hospital Administration, I can assure you that dealings between physicians and nurses truly tested my political abilities, AND I never went on strike! In my career, I have had dealings at the National and International levels (usually related to health care policies and support), I have never been sued, I have never caused anyone harm, and I have never been in jail. One thing I will do is to “show up for work” and “work for you.”

I am running for Congress because Washington has failed to lead. In addition, I’m running for this office because I know life’s struggles firsthand and I want to bring those experiences to bear as a Representative.
2 – What is the most important issue in this race and what specific plans do you have to address it? (100 words max)
There is no singularly important issue in this race. However, some are economic mobility, healthcare, the budget. For example:
Economic mobility: The tax act is a good start. We also need to boost efforts to make sure Americans have access to quality education, in part through funding and increasing access to Pell Grants, but also empowering parents and educators to influence curriculum, so students get the greatest schooling possible.
Healthcare: We need to embrace market-based solutions. In addition, we need to find ways to remove the need for insurance and reemphasize and strengthen the doctor-patient relationship.
3 – What is one major issue the current Congress has handled poorly and what would you have done differently? (100 words max)
Honestly, take your pick. One major example with the attempt to pass a reform of the ACA. Rather than try to jam through a new act, the GOP should have held hearings throughout the year and brought Democrats on board and crafted a bipartisan solution to the ACA, which could have been done.

As I mentioned above, I have the experiences of life. Choosing between food and rent, earning money vs. going to the doctor. These are experiences that many Americans in the 3rd District have and what I’ll use to inform my decisions as a Congressman.

1 – Why are you running for this office? (75 words max)
I’m running for office because the current state of political affairs is degrading and eroding our representative democracy running because the status quo of recent decades is not working. I’m running because it’s time for us to tackle the challenges and opportunities of the 21st century with new energy and solutions. I’m running because we need a new generation of leadership in Congress.
2 – What is the most important issue in this race and what specific plans do you have to address it? (100 words max)
The most important issue to me in this race is ensuring that every Marylander is afforded the opportunity to have living wage paying jobs. The systemic root of many of the issues we see specifically within Baltimore are a result of the lack of 21st century jobs and employment opportunities. I’ve directly addressed this problem through my ‘‘Jobs and Leadership Training in the 21st Century (JoLT 21)’’ program. JoLT 21 is aimed at providing necessary education, training, and experience to allow current and future workers the opportunity to attain, retain, and thrive in 21st century working America.
3 – What is one major issue the current Congress has handled poorly and what would you have done differently? (100 words max)
One issue that Congress has handled extremely poorly is the everyday accountability that the tax paying, law abiding citizens of America expect out of their elected officials. Whether it be the sexual harassment allegations, the settlement payments, or the misuse of campaign funds for personal gain, we have seen the moral denigration of our United States Congress right before our eyes. As for me, I am a leader of honor, integrity, and selfless service. And it’s in this spirit that I have sought to hold officials accountable for their action and inaction and will continue to do so in Congress.
4 – What experience (work, political or other) has prepared you to hold this office? (100 words max)
During my military service, I had the fortunate opportunity and immense responsibility to leader America’s sons and daughters in combat operations, where I gained invaluable operational and diplomatic experience during my deployments. I’ve also worked across the federal government as a professional services consultant, working directly with many of the departments and agencies that I will be providing oversight over. Additionally, as I continue to serve in the Army National Guard, I had the opportunity to work in legislative affairs for the Department of Defense, providing me invaluable experience with the inner workings of Capitol Hill.

1 – Why are you running for this office? (75 words max)
I’m a moderate Democrat tired of the Democratic establishment and the way the political elite has been controlling the Third Congressional District; gerrymandering does not promote fair and open elections. Like a pendulum, I share progressive and conservative views but don’t swing wildly to either side. I am running because I want to work with Democrats and Republicans to move the country forward, work on healthcare and help make the Veterans Affairs a model department!
2 – What is the most important issue in this race and what specific plans do you have to address it? (100 words max)
Public safety and the ability to give the City of Baltimore greater attention is important to me as a candidate. Truancy is a problem that must be addressed; the Baltimore Police Department is under federal reform and communities do not trust the department. If elected, I will work closely with local officials and community leaders to bring concerned parties to the table and draft a plan to tackle the public safety issue. Jobs, healthcare, early child education and youth development programs can prove significant at reducing truancy and other juvenile related criminal activity in the city.
3 – What is one major issue the current Congress has handled poorly and what would you have done differently? (100 words max)
Puerto Rico – Congress is ignoring the political status there and has failed to address the economic and social inequalities impacting 3.4 million U.S. citizens living there – especially after Hurricane Maria where Congress hesitated to approve financial assistance. Lack of congressional oversight is forcing Congress to invest Billions and forced it to implement a Fiscal Control Board to give the island a bankruptcy mechanism to restructure debt. I would have conducted stricter oversight of federal dollars being sent to the island and hold public elected officials responsible for the mismanagement of federal dollars. Also, honor the statehood referendum held in 2017.

I am a Navy and Iraq War combat veteran with 20 years of service and decades of experience with multiple intelligence agencies in support of national security efforts; Cybersecurity professional with a major defense contractor; Executive Director of Lift A Vet, a nonprofit serving veterans; Commissioner with the Maryland Veterans Commission; Special Government Employee for the Veterans Administration Advisory Committee on Minority Veterans, a statutory advisory committee created under Public Law 103-446 § 510. Became the second Hispanic of Puerto Rican descent to be appointed by a cabinet member since the committee’s creation 23 years ago. Veterans advocate in Congress.

1 – Why are you running for this office? (75 words max)
I am running to end the reign of big money in our political system. More than ever, the wealthy and well-connected are flooding our politics with big-money campaign contributions. Candidates must dial for dollars and court special interest donors. Too often, this also means that public policy suffers. As a result, the public’s trust in government is eroding. We must counter the influence of big money in politics and return voice to the people.
2 – What is the most important issue in this race and what specific plans do you have to address it? (100 words max)
We need a government that responds to the needs of the average American. The prevalence of big money in politics is a corrupting force; it takes the attention away from the middle class and places it on the wealthy and special interests. I have introduced a bill, the Government by the People Act, to remedy this problem within our democracy. It will amplify the voice of small donors during election fundraising; candidates will then be able to turn their attention to where it belongs, the people.
3 – What is one major issue the current Congress has handled poorly and what would you have done differently? (100 words max)
“Tax reform.” I strongly opposed H.R. 1, the disastrous Republican tax legislation. The bill directs money to the wealthiest Americans by slashing the corporate tax rate, limiting the estate tax, and dramatically reducing the tax rates for pass-through companies, all while raising taxes on middle- and low-income Americans and Marylanders and increasing the deficit by approximately $1.5 trillion over ten years. We can have a more equitable and pro-growth tax code, spurring economic opportunity and wealth accumulation for hard working Americans. But the legislation just passed by Congress is not that. We can do better.
4 – What experience (work, political or other) has prepared you to hold this office? (100 words max)
Before coming to Congress, I served for seven years with the Maryland State Department of Education, working to make Maryland’s public school system one of the best in the nation. I also practiced law for eighteen years, representing hospitals and senior living providers in their mission to deliver high-quality health care to the people of Maryland. Throughout my career, I have been proud to work with public interest organizations in Maryland, like the Public Justice Center, where I championed efforts to protect consumers, provide decent public housing and ensure fair treatment in the workplace.
