Owner of Two Rockville Spas Charged with Human Trafficking

County police said the Germantown man was shuttling six to eight women between his home and the businesses, where they allegedly performed sexual acts

A Germantown man was charged with human trafficking after a Montgomery County police investigation into two Rockville spas where prostitution allegedly took place.

Police announced Friday that Tin Tuan Lu, 37, was charged with four counts of human trafficking. Police had searched two Rockville spas he owned in March after receiving tips about prostitution taking place at the businesses.

The March investigation determined Lu had been housing six to eight women at his Germantown home and each morning would transport them to Star Foot Spa and Sun Foot Spa on Hungerford Drive in Rockville, where they allegedly performed sexual acts with customers in exchange for additional money, according to police. Police said the women were from New York.

Lu turned himself into police March 23 and was released from jail after posting a $50,000 bond.

In announcing Lu’s arrest, police also asked the public to watch out for signs of human trafficking, such as multiple people living in a cramped space, an employer holding employees’ identification documents and submissive or fearful behavior by employees. Police ask anyone who suspects human trafficking may be happening to call 240-773-5959.
