Week begins warm, then cools down for chilly Halloween night – Monday’s high is expected to hit 70, then 78 on Tuesday before temperatures will cool down for a chilly Halloween night, according to National Weather Service predictions. Nighttime lows Monday and Tuesday will be in the 50s. There’s a chance of showers Wednesday, with a high near 66 and low around 44. Thursday is predicted to be sunny with a high near 57 and a low of 42. Bundle up for Halloween, the weather service predicts a partly sunny day with a daytime high of 57 dropping to 36 degrees at night.

Bethesda property owners’ forum Wednesday morning – Property owners who have been working with the Montgomery planning department as it hashes out the Bethesda Downtown Plan will participate in an online forum Wednesday morning to provide more details on ideas for their properties. The event is scheduled to run from 9 a.m. to 11 a.m. and can be viewed on the downtown plan’s website.

County Council to introduce bill designed to limit puppy mill sales – The bill would force retail pet stores to only sell puppies and kittens that are obtained from an animal care facility or a nonprofit animal rescue organization. The bill’s primary sponsor is Council Vice President George Leventhal. The bill cites statistics from The Human Society which estimates 10,000 puppy mills in the country produce more than 2.4 million puppies a year and that many end up in retail pet stores.

Suburban Hospital to break ground on new expansion Tuesday – The Bethesda hospital will host a ceremonial groundbreaking for its new $225 million expansion project on Tuesday at 12:30 p.m. at its location at 8600 Old Georgetown Road. The 300,000 square foot expansion is the hospital’s first major clinical addition in 25 years and will include new operating rooms, patient rooms, and space for new medical technology.

Council members to take to the streets to see pedestrian issues first hand – Several Montgomery County council members are scheduled to join police officers Wednesday afternoon in Silver Spring for a walk and talk tour highlighting pedestrian issues. The walk is scheduled to begin at 3 p.m. at the corner of Route 29 and Noyes Drive in Silver Spring. The focus of the walk is to highlight daily issues that affect pedestrians.
